Absolutely NO executive-level input of ANY KIND is required for standard intercepts to be scrambled. There was NO indication in any alerts received by air defense units that "SHOOT-DOWNS" may be required as opposed to intercepts -- i.e.; that the planes were definitely under control of "hostile" forces -- because ATC/FAA could NOT have KNOWN that. When the first alerts were received from Air Traffic Control, ALL that air defense units were required to do was scramble STANDARD interceptors to make contact with the incommunicado and off-course jets. F-16s and other fighter planes WOULD HAVE overtaken EVERY SINGLE HIJACKED PLANE on September 11, BEFORE they had reached their targets! IF, at the time of interception, it was determined the aircraft were under hostile control and likely to impact targets, high-level air defense commanders at the Pentagon's National Military Command Center (NMCC) are FULLY AUTHORIZED under existing and established regulations and procedures to authorize a shoot-down,. in order to PROTECT THE UNITED STATES OF AMERICA FROM ATTACK. Yet air defense units that were READY AND WAITING on 9.11 at DOZENS of nearby installations were ordered NOT to scramble interceptors: they were ordered to stand down from carrying out even the FIRST STAGE of STANDARD INTERCEPT PROCEDURES. These orders came from the executive office of the president as well as from complicit individuals in the aforementioned NMCC. There is NO QUESTION that if these interceptors had been scrambled AT THE TIME alerts were received, they would have intercepted the hijacked planes before targets were approached IN EVERY INSTANCE. And there is NO WAY that the office of the President or the NMCC could have KNOWN through any standard means that these incommunicado flights required anything OTHER than standard interceptions, because ATC and FAA alerts DID NOT relay any such information. The alerts simply requested that STANDARD INTERCEPT PROCEDURES be implemented and that interceptors be scrambled forthwith. Furthermore: when those first alerts were received from ATC/FAA, there was no MENTION of any "attack" and no NEED for "unusual" procedures. There was only a need for STANDARD, FIRST-STAGE INTERCEPTIONS to be scrambled, and higher authorities PREVENTED that. America was NOT "under attack" when those first alerts were received; certainly ATC and FAA had NO WAY of knowing so early in the proceedings that the jets which had broken communications and gone off-course were part of any "attack." So WHY did the executive branch and high-level military authorities DELIBERATELY order the air defense interceptors to STAND DOWN? NOBODY could have known that early in the proceedings that 'America was under attack"... or COULD they have known? Autódromo Internacional do Algarve targets top flight among ambitious race programme. Portugal's ambition of returning to the Formula One world championship with an all-new circuit at Portimão on the Algarve took another step towards fruition this week with the official presentation of the nascent facility - and the revelation that one F1 team has already booked testing time, despite earthworks still to be completed. Although the planned 4.7km Autódromo Internacional do Algarve is not due to be ready until October - when it is slated to open with a round of the World Superbike Championship - circuit director Paulo Pinheiro told Reuters at Monday's presentation that one F1 team had already booked the venue for a pre-season test next January, while talks were in progress with other operations. The operators also revealed ambitions to bring A1GP to the tourist region in coming seasons. "Building works are on schedule," Pinheiro proudly announced at the launch, as he surveyed the latest stage in a seven-year commitment to the project, "In October, the circuit will be completed in order to enable us to inaugurate it with the Superbikes competition. We are also concluding negotiations to host A1GP within our technology park. We are convinced that this project will constitute an asset, not only for the Algarve region, but also for Portugal as a whole." The presentation was presided over by Portugal's minister of the economy and innovation, Dr Manuel Pinho, the secretary of state for youth and sport, Dr Laurentino Dias, and the mayor of Portimão, Dr Manuel da Luz, who welcomed the initiative, which all hope will raise the identity and economic prosperity of the Algarve. "When this project is completed in late October, I'm certain the number of visitors to our country will increase," Pinho commented, "Whereas we recorded a record level of visitors in 2007, this number is certain to increase in the future as a result of this new asset. This project will have a significant impact on the local economy, and therefore also on the national economy." "Some 1200 new jobs will be created, which is undoubtedly of vital importance," mayor da Luz added, "And the fact that the Autódromo is located outside the coastal zone will mean that greater value will be placed on the interior of the Algarve. This project will also make it possible to combat factors of seasonality, so there are a wide array of advantages." In common with current thinking among countries aiming to break onto the Formula One stage, the Autódromo Internacional do Algarve is likely to receive support from on high to achieve its aims. "The government will undoubtedly dedicate all its efforts to ensuring that Portugal forms part of the top world championship circuit," Dias noted, "This private initiative will benefit Portuguese sport as a whole, and everyone involved deserves sincere congratulations for implementing such an ambitious and valuable project." Portugal has not featured on the Formula One calendar since 1997, when Lisbon-based Estoril fell below the standards expected of grand prix venues, but the Autódromo Internacional do Algarve is expected to match some of the latest government-funded venues in terms of facilities. Covering nearly 300 hectares behind the port city of Portimão - which has staged international powerboat meetings in recent years - it is expected to be able to accommodate up to 100,000 spectators, with a signature VIP tower comprising some 15,000 seats. Future plans also include a luxury hotel and residential apartments.

In a surprise win, Northrop Grumman and the parent company of Europe's Airbus has snared a contract worth up to $US40 billion ($43 billion) to build the US Air Force's next fleet of refuelling tankers. The Air Force's decision deals a major blow to Boeing while giving Europe's largest aerospace company a landmark foothold in the US military market. Boeing was heavily favoured to win the contract. It had been on the verge of sewing up a similar tanker deal in 2001, only to see it unravel after the revelation that a top Boeing official had conducted illegal job negotiations with an Air Force acquisition official who later joined the company. That thrust Boeing into a long ethics scandal, and the US put the contract up for rebidding. Besides being a strategic coup for Los Angeles-based Northrop, the victory is a personal vindication for Northrop chairman and chief executive Ronald Sugar, who agonised for a long time before teaming up with European Aeronautic Defence and& Space, which owns Airbus. Northrop officials worried that the unprecedented alliance with a foreign company could antagonise officials in the Pentagon and at other major US defence contractors. Northrop is a big supplier to other US aerospace firms. From the beginning, EADS and Northrop officials felt they were underdogs in the competition. Some had said they hoped, at best, that the Government would split its purchase between Boeing and Northrop. Even in the last few days, some of them tried to play down the chances of a win, talking instead about long-term opportunities to compete for a later batch of orders. Boeing's backers in Congress immediately went on the offensive. "I am frustrated, angry and shocked at this announcement," said Senator Patty Murray, a Democrat from Washington state. She had just been talking to Boeing workers on the 767 tanker line in her state when the bad news came. Air Force acquisitions official Sue Payton told a news conference that "Northrop Grumman clearly provided the best value to the government". Ms Payton cited the Northrop-EADS plane's aerial refuelling capabilities, its ability to haul cargo and its cost. She declined to go into details about why Boeing's proposal did not win, but said "there was absolutely no bias in this award". Northrop and EADS have contracted to build up to 179 tankers based on the Airbus A330 jetliner. The first planes are expected to enter service in 2013, replacing aircraft in the Air Force's ageing fleet of KC-135 tankers, many of which have been in service for more than 40 years. Eventually, the government expects to spend billions more dollars to replace more than 500 tankers. At Boeing, the world's largest aerospace company, executives now must figure out why it lost one of the Air Force's premier contracts and how it will defend the rest of its military business. Boeing's top defence executive, Jim Albaugh, oversaw the company's bid. Boeing said it was "very disappointed". After studying the move, the company "will make a decision concerning our possible options", it said. The loss could hasten the shutdown of the Boeing 767 jetliner production line in Everett, Washington. After years of losing out in commercial competitions to the larger Airbus A330, Boeing decided to replace the 767 with the 787 Dreamliner, which is now in development and has received 857 orders. Although the company has received a few orders in the past few years from customers desperate for widebody planes, the backlog of unfilled orders for the 767 stands at 51, which equates to roughly two years of production at current rates. Meanwhile, problems with the 787 have made that program nine months late. Few in the defence industry expect the Air Force decision to stand without protest. A refuelling tanker is an aircraft modified to carry large quantities of fuel that can be transferred in flight to smaller aeroplanes such as fighters, either through a pipe from the tail or from hoses that trail from pods on the tanker's wings. The Northrop/EADS plane can carry 170,000 litres of fuel, 32,000 more than Boeing's jet, as well as 220 people, 30 more than Boeing's. Northrop Grumman and Airbus parent EADS won a $35 billion U.S. Air Force refueling plane deal on Friday in a surprise blow to Boeing, until now the Pentagon's sole supplier of aerial tankers. The Air Force plans to buy 179 tanker aircraft over the next 15 years to begin replacing its KC-135 tankers, on average 47 years old, that were built by Boeing Co. The decision, which could still be challenged by Boeing or its backers in Congress, caps for now a saga that included a canceled Boeing order and the Pentagon's biggest procurement scandal in decades -- with jail terms for an ex-Air Force weapons buyer and Boeing's former chief financial officer. Shares of Northrop, the Pentagon's No. 3 supplier after Lockheed Martin Corp and Boeing, rose as much as 6.5 percent in extended trading on Friday. Shares of Boeing, which was widely expected to win the job, fell as much as 5 percent before paring their losses to be down 3 percent. Boeing said it was disappointed with the outcome and would weigh its options after a detailed Air Force briefing on the reasons for the decision. "We believe that we offered the Air Force the best value and lowest risk tanker for its mission," Boeing said. The initial contract for the newly named KC-45 tanker, a modified Airbus A330 airliner, covers four test aircraft for $1.5 billion. With plans to buy 175 more planes, it would be worth $35 billion overall, the Air Force said in a statement. Gen. Arthur J. Lichte, commander of the Air Force's Air Mobility Command, said the Northrop plane offered many advantages over Boeing's proposed 767-based tanker. "More passengers, more cargo, more fuel to offload, more patients that we can carry, more availability, more flexibility and more dependability," he said, listing Northrop's edge. The program marks the first stage of a multi-decade plan to replace more than 500 KC-135 tankers used to extend the range of fighter jets and other warplanes. The United States hopes to start operating the new tankers in 2013. Parts for the Airbus A330 commercial airliner are built mainly in France, Germany, Britain and Spain, then transported to Toulouse in southwest France for assembly. But the new U.S. tanker will be assembled in Mobile, Alabama, and employ 25,000 workers at 230 U.S. companies, Northrop said in a statement. Both tanker proposals had strong backers in Congress divided along the lines of where jobs would be created. Key members of Alabama's delegation, for instance, wrote that any attempt by a contractor -- by implication, Boeing -- "to wrap itself in the American flag during a competition today is disingenuous and condescending." Payton said the Air Force had made its decision without regard to the number of American jobs at stake. In one poll of industry analysts, all 10 respondents had predicted a Boeing win. "I am extremely surprised," said Loren Thompson of the Lexington Institute, a prominent defense analyst. "To get this outcome, Northrop Grumman had to convince the Air Force to consider the aerial refueling mission in a new way. Their analysis must have been compelling." Northrop Grumman's win will be "very positive" for the company's growth plan, Chief Executive Ron Sugar told Reuters. EADS Chief Executive Louis Gallois said the contract had been won without low-balling the price. The lease plan grew out of congressional concern for Boeing, the biggest U.S. exporter, after a slump in airliner sales sparked by the Sept. 11, 2001 attacks. Darleen Druyun, the Air Force's one-time No. 2 arms buyer, went to jail in 2005 for violating federal conflict of interest laws. She negotiated a job with Boeing while overseeing Air Force negotiations on the doomed lease deal. The scandal also sent to jail Michael Sears, the Boeing chief financial officer who recruited Druyun.

A surprising U.S. decision to bypass Boeing Co. and award Northrop Grumman Corp. and Europe's EADS (EAD.PA) a $35 billion aerial tanker deal underscores the global nature of the defense market, and will clearly be a hot topic in U.S. national politics this year. Signed late on Friday by Northrop and the Air Force, the fixed-price deal is an enormous boon for No. 3 U.S. defense company Northrop, dramatically expands EADS's foothold in the U.S. market and hastens the end of the Boeing 767 production line. But with the U.S. economy in a slump and Boeing backers howling about potential job losses to Europe, U.S. lawmakers could still hold up the deal, and it may become a football in the presidential election. The likely Republican nominee, Sen. John McCain of Arizona, led an investigation that killed an earlier Air Force proposal to lease 100 Boeing 767 tankers after a former top Air Force official went to jail for negotiating a senior job with Boeing as she was still overseeing that deal and others. Now, opponents say, he has helped hand the huge deal to EADS, the parent company of Airbus. Northrop says 60 percent of its plane will be made in America and even the fuselage and tail of the Boeing 767 would have been built overseas, but "Buy America" rhetoric is an easy sell in hard financial times. "The last bastion of the losing protectionist is to wave the bloody 'Buy America' shirt," said analyst Joel Johnson of the Teal Group. "It tells you they don't have another argument -- e.g., the (Northrop) product was newer, more capable and less risky." Democrats Hillary Clinton and Barack Obama, still vying for their party's nomination, have not addressed the deal, but the issue of U.S. jobs going overseas is clearly on their radar. Their Democratic colleagues in the Senate and House of Representatives are already raising questions about McCain's role in convincing the Air Force to take the U.S.-European dispute over airplane subsidies out of the competition. "The U.S. government is bringing an action against Airbus in the World Trade Organization and subsidies should have been taken into account" in this competition, Rep. Norm Dicks, a Washington Democrat, told Reuters. McCain urged Robert Gates, before he was confirmed as defense secretary, to remove the issue from the terms of the competition, saying it could eliminate one of the bidders from the start. "McCain wrote a very strong letter to Gates," Dicks said. "Clearly it was on the side of Airbus." Dicks said the Air Force would face tough questions in Congress. "Here we are in a recession and the U.S. government hands such a big contract to the Europeans," he said. On the flip side, the U.S. military already buys weapons overseas, including a new Army helicopter built by EADS, and a presidential helicopter built in part by Italy's Finmeccanica. Britain's BAE Systems has long been a key player, even on classified systems, and is now the 8th-biggest U.S. defense contractor after its 2005 takeover of combat vehicle maker United Defense Industries. "Globalization is the way of the world," said Marc Lindsley, director of business development for Northrop. Boeing supporters decry the deal as "a blow to the American aerospace industry, American workers and America's men and women in uniform," but Northrop insists its plan will create more than 2,500 positions in Alabama and other states still recovering from the devastation of 2005's Hurricane Katrina. Overall, Northrop says the deal will support 25,000 jobs in 49 U.S. states, and its officials remain convinced that Boeing's claim of supporting 44,000 jobs was exaggerated. Boeing only projected the earlier tanker deal to support 25,000 to 30,000 jobs, and says its C-17 transport plane, built solely in the United States, supports 25,000 jobs. European leaders welcomed the decision. French President Nicolas Sarkozy predicted it would strengthen ties between the United States and Europe. German Chancellor Angela Merkel said EADS won in "a fair and open process" and the decision showed the mutual trust in U.S.-European national security ties. Defense analyst Richard Aboulafia of the Teal Group said it marked the first time in U.S. military procurement -- and possibly worldwide -- that a government had chosen "a foreign plane over a directly competing domestic product."
